I'm sure that a lot of this depends upon which people you encounter when forming you opinion, but there are a few surprises to me.

I'm shocked that California ranked so high. True if you encounter the Hollywood or Beverly Hills mentality you will be sure you are in the heart of Snob Haven, but otherwise I found Californians very easy to befriend.

And, I'm surprised that Kansas and Utah ranked so low. I spent several days in Utah a few years ago, and felt that everyone I met was looking down their nose at me. And Kansas? Sheesh! I remember running out of gas in the middle of Kansas one time, and while I was walking to the nearest gas station with gas can in hand, some guy picks me up, offers a ride to the nearest station, and then the conversation the entire way was focused on "how could I be so careless as to run out of gas?"

Georgia seems a little questionable as well. There are two "Georgias". One is Atlanta, and the other is every place else. In the latter, everyone seems pretty nice to me, while in the former, most seem preoccupied trying to prove they are not like the others.

G.J. I guess if one wants to dissect it all then that is OK, I'm looking at it in general terms. CA is a laid back state with pockets of Wealth and Many Pockets of poverty.

I think a big part of it too, is that people tend to find what they are looking for. Good and bad.
