I watched the episode A jewel-thief date thinks Jack is a fence. The ending never was finished. It ended where Jack Janet and Teri and the other 2 crooks
taking by the 2 cops leaving the apartment to go down to police station being arrested.
Why didn't they ever explain how they got out of this situation ?

You probably saw the edited syndicated version, the DVD have the restored end tag scene in which Jack, Janet and Terri come back to the apartment apparently Rita and Tony fessed up and did indeed admit to the crime.
Jack then blames the answering machine for causing the mix up in the first place and ends with him having left a message saying the machine is for sale to interested buyers which infuriate Janet and Terri.

Yes that's the problem with syndication shows. Sometimes they edit things too much where it affects the plot or sometimes they take out the funniest jokes
