I was wondering if police officers were able to take rewards back in the 60's ?

In the episode "Out Of Retirement" Mr. Wilson offered a 100.00 reward (879.65 in 2021) to the officer that found Dennis when he ran away (to Tommy's house).

I'm pretty sure it's forbidden now.
