This was tragic on so many levels. What I am wondering, and they don't mention it in the segment, is where was Billy's mother? Perhaps she was dead? I do believe the father is likely dead. Nobody has seen him in years and he was overweight and a heavy drinker and smoker. Such people don't generally live to be in their 80's. It's sad he was never captured.
