I would have written this scene completely differently. Instead of having Vanessa whimpering and saying "I'm Sorry, I'm Sorry" I would have had her say "You know why I did in Mom. I did it because you and Dad set so many rules around here it makes us kids feel like prisoners. We can't even breathe without the fear of getting grounded. Were not allowed to do anything!!!, Maybe if you loosen up a bit we wouldn't have to be so rebellious.

I would have had the girls going to a New Edition concert which would have been more believable at the time. New Edition was a popular teen group when this episode aired in 1990.

I wonder why New Edition (Bobby Brown, Ralph Tresvant, Johnny Gill, Michael Bivins, Ricky Bell, Ronnie DeVoe) never appeared on The Cosby Show as they were big time from 1984-1990 as a group.

Even as solo artists Johnny Gill, Ralph Tresvant, Bobby Brown & BellBivDeVoe (BBD) were big time in the early 1990s.

New Edition (and Johnny Gill in 2 separate episodes) did appeared on Family Matters.

I think Vanessa knew she was in big trouble, after having BIG FUN in Baltimore. I don't think she would have continued being rebellious.
