I think that guy was pushing himself on Donna as she did told him before hand that she was engaged to Fred. He even said in front of Fred that he intend to marry Donna.

But Fred never told Carol he was engaged to Donna when he first met Carol. Fred was even throwing orgy party while engaged. Remember Bubble try to invite Butt Sisters to the their party :D
