I was thinking it start at the beginning of the 70's since that looked was featured on a lot of shows in the early 70's

Well, She was wearing her tradition "harem" outfit less in the last season (And there are episodes she doesn't wear it at all in season 5!) I guess the mini-skirt outfits are a good "trade off" :)

I think that hair length works well for Barbara. When her hair was at
its longest, even though I'm an absolute long-hair lover, the longer
styles could be a bit overpowering.

I read on a Eden Bio somewhere that she most usually wore her hair in the natural blond short pixie every day BUT wore blond wings in public and on screen +-
