These two episodes (the Season 3 episode "Citizen Court" (https://familymatters.fandom.com/wiki/Citizens%27_Court) and the Season 4 premiere "Surely You Joust" (https://familymatters.fandom.com/wiki/Surely_You_Joust)) are pretty much the same. Steve and Carl get into a dispute, they settle on it on a TV show, and before the TV show can resolve the conflict, they resolve it themselves after Urkel does a heart felt speech.

Citizen court was funnier

To me, Waldo is who made the Citizens Court episode as funny as it is, but in my opinion, the other episode is good too because of the kind of show that Steve and Carl take part in. It is also one of the times when we see Carl's mother be Steve's only cheerleader. I love when she stands up for him. Her rooting for the under dog is the reason why I never hated her.
