My favorite silent characters would be Larry, Darryl, and Darryl from "Newhart". Larry was the only one who talked. The 2 Darryls remained silent throughout the entire series until the last episode when they spoke only one word: "Quiet!".

There was a character on Dear John who never spoke. He was the older guy who sat in the back of the room.

Guy Blank, Jerry's father on Strangers with Candy never spoke in all of his 13 episodes. Maggie on The Simpsons has almost never spoken.

I have also seen characters with very few (or no) lines in individual episodes. In The Facts of Life episode "The Facts of Love", Nancy Olsen, despite still being first-billed girl and being present most of the episode, gets only three lines. In the (non-sitcom) Buffy the Vampire Slayer episode "Conversations With Dead People", Spike has no lines, despite being part of several scenes. I think that also happened with the character of Anya in at least one episode of BtVS, but I can't remember which episode.
