I've been watching the first season. Look at the 0:38 mark and then look at the 0:54 mark.

Why is there an "and" in front of Ann Jillian's name if she's not the last one to appear in the credits?

Her agent probably got her that special credit (the same goes for Barrie Youngfellow). Also, I think ABC was trying to make Ann Jillian the new Suzanne Somers and make Barrie the new Linda Lavin, hence the special billing for both.
