He could've simply signed the back of the check with an illegible signature & have Janet or Terri cash it for him.

Janet & Terri have ID. You can simply sign the back of check and give it to a family member to cash. I've done it for family members and they've done it for me over the years.

It may had to have been his mom or dad cashing the check but some banks would probably accept a close friend too.

Right, all he would have to do is endorse the check over to Janet so the money is deposited into her bank account. Then Janet would withdraw the money and give it to Jack. Very simple.
