He tries the best he can. He's been a good member for the last 20 years. If you try really hard to piece it together, you can usually understand him and get the gist of it. What he's asking is if in the pilot episode the Chief could have handled it differently when Katie made that remark about her mother. To answer the question, yes, he could and should have handled it differently besides smacking her. He could have sent her to her room without dinner or grounded her. Things were different back in the early 1980s. There was slapping all the time on One Day at a Time and belt-brandishing threats on Good Times. That wouldn't go over too well on sitcoms today. If you never seen the show, TV Tropes (https://tvtropes.org/pmwiki/pmwiki.php/Series/GimmeABreak) has a good little lay out of some of the Chief's actions when dealing (http://popcultureaddictlifeguide.blogspot.com/2011/09/tgif-gimme-break.html) with his misbehaving children. I think that people didn't really think about it simply because again as TV Tropes laid it out, it was considered "fair for its day" (https://tvtropes.org/pmwiki/pmwiki.php/Main/FairForItsDay). We just assumed that the Chief like James Evans on Good Times, came from the "school of hard knocks" (https://www.urbandictionary.com/define.php?term=school%20of%20hard%20knocks). They simply didn't have time (or the patience) to reason with a child. The key difference however is that it was much easier to understand James' anger than Carl's. James couldn't find a good job whereas Carl just seemed like a grumpy and miserable old man, just because.
