On the surface, both characters are quite similar. They were the resident, snobby, rich blonde haired girls on NBC sitcoms from the '80s. Both were antagonists whose characters overtime softened up to just being harmless snobby girls.
Blair (https://factsoflife.fandom.com/wiki/Blair_Warner) seemed to do so more quickly. It was only the Facts of Life back door pilot episode of Diff'rent Strokes "The Girl's School" and the first episode of the series proper "Rough Housing", that she is a antagonist before her character softened. Meanwhile, Margaux (https://punkybrewster.fandom.com/wiki/Margaux_Kramer) during the first season of Punky Brewster told Punky that adopted kids aren't as loved as kids that aren't adopted for example. Then again, in a later season episode, she did help sneak Punky out to see Henry in the hospital when the social worker wouldn't let her.
Of course, their roles were actually very different. Blair was an older teenager to young adult during her run, while Margaux (https://hero.fandom.com/wiki/Margaux_Kramer) went from pre teen kid to young teenager. Also, while The Facts of Life was an ensemble show, and Blair was one of the main characters of this ensemble, Punky Brewster was a show in which Punky was naturally, the only main character and everyone else was a supporting characters. So the amount of screen time and character spotlight episodes, and character development that Margaux got couldn't compared to Blair. Also, Margaux really didn't have a tomboy in her own life like (unless you count Punky herself) Blair had Jo to keep her in line.
