What happens if you buy something off ebay,win,decide you don't want it ,and don't pay the person you bought it from?
I always have enjoyed everything I got from Ebay. I've loved a few things that are really special. Recently I stupidly bought something I didn't really need or want. I went ahead & sent the person their money this week. So I guess I'm stuck with it. I can always resell it but what would have happened if I had not paid for it?

Let me see if I got this right. You are wondering what would happen if you bought something and later decided you didn't want it and what would happen if you didn't pay? Correct? The seller could probably file a complaint with ebay, and leave you negative feedback. If you have a perfect record with ebay, I don't think they would ban you. I think that only happens if you have a ton of negative feedbacks.

The seller would file a "non-paying bidder" alert to eBay, and they would leave you negative feedback. eBay may not ban you for one negative, but a negative like that could cause sellers to kick you out of an auction that you're currently in. Then the seller would have to relist the item(s) and probably have to pay to have the item(s) relisted. Let's just say that it wouldn't be a good idea.

If you ever have negitive feedback, can you change your name? That's what a friend of mine did, but I don't know if the feedback stuck with them or not?

If you changed your name within that same account, you'd be stuck with the feedback, but if you registered for a whole new account I think you could start over. I think.
