The answer to most of these types of questions is the same: Because the show would end, that's why.

That's why people that listen to political advice from people in show business are insane. People in show business live in a world of fantasy where whatever they want to be true is true because they make it up.

First of all, she was MISS Jane Nancy Hathaway- never a Mrs. (unless one wants to count the ending of that TV movie reunion).

Secondly, I think it's likely she endured what she did because she DID genuinely like the Clampetts and if she left Mr. Drysdale's employee/prosecuted him, she'd have risked her link to them being lost (although I sincerely believe they would have stayed all stayed friends with her even if she no longer worked for him).

Although, the late Miss Culp did state that Mr. Bailey DID often try to act as though was her ACTUAL boss rather than simply a fellow regular performer on a sitcom.

Oh I think Miss Hathaway could have continued to work at the bank and been close to the Clampetts. Mr. Drysdale, though, could have been removed. And she could have exposed Mr Drysdale to the Clampetts for what he truly was.
I used to watch the show, but not until recently did I realize what a crook and unlikable character he was. I mean when he would blackmail Miss Hathaway to do ILLEGAL things that could have resulted in HER being punished by law was horrible.

I DID like Mr Drysdale in the earliest episodes, he was a bit greedy, but was still a decent person and seem to genuinely care for the Clampetts at least a bit. But what he became was horrible.

We have to find it at least a little odd that Nancy Culp stayed with the series to the very end, when we already knew that she had rather unkind words to say about Buddy Ebsen -- and now this about Raymond Bailey...!

Well, to be fair, no one else on the show seemed to really like Mr. Bailey but amazingly enough everyone seemed to adore Harriet MacGibbon [Mrs. Drysdale- who openly loathed the Clampetts]. Moreover, Miss Kulp seemed to have liked Mr. Ebsen during the production of BH but it was only when he supported her opponent in the election that she seemed to develop a less than glowing POV re Mr. Ebsen. Besides, it's likely that she liked having that steady gig (and income) BH provided her for nine years that she was willing to accept if not like Mr. Bailey's personality.

You really have to go over specific instances to see if legal action would be productive.

The bank obviously couldn't have been that bad a place to work in general. My guess is that Drysdale was very good at identifying people who would cling to a job, and gave them nothing knowing they wouldn't stand up for themselves.

One instance was when Drysdale had "2 husky guards" force Miss Hathaway into a straight-jacket.

And plus many times when Drysdale threatened to fire her unless she lied to the Clampetts to cover up one of his schemes.
