Mrs. Garrett was away for the latter half of season 7. Tootie was still in high school and staying there with her friends. I’m surprised her parents (and the school) were OK with that setup.

Yeah, that was very weird. I don't see either her parents or Eastland being okay with that. Then again, the school may only have had a once-a-year check on Tootie's address and guardianship information. If it was done at the beginning of the year, the school might not have known. But surely her parents knew... or should have known?
