I wonder if it's Buddy/John (??) Hart, but I only remember him as the ranger in season 5. Maybe he's the scoutmaster when the boys go into scouting. Couldn't place the episode but maybe it's Lonesome Beaver, because he wanted to join but couldn't.

Correct. John Hart was the recruiting scoutmaster in Lonesome Beaver and later Beaver goes to ask Chester if he can play baseball and Chester was Buddy Hart. John was as you stated the ranger in A Night in the Woods.
