I have to wonder what the platform is gonna turn into now that it's a 100% CBS owned.

I just looked at Pop's schedule and it seems like it is 90's to more current. Coincidentally, Decades (50% owned by CBS) stops at the 80's.

What demographic is Pop meant to be marketed at? It has reruns of Charmed, Ghost Whisper, Undercover Boss and House with a few scripted original series which don't seem to be doing very well or garnering much attention

Actually Schitt's Creek is doing pretty well for 'em.

It's original programming but imported from CBC (Canada).

So, Pop, like most cable networks, has figured out how little it can provide original, or the bare threshold of providing something valuable, so that cable and satellite providers won't fight the carriage of the channel.
