I never noticed "Rifle Ramsey" because it's related to football (yuck). But at the end of the episode in the climactic scene with Mrs. Garrett, Tootie, and Mr. Ramsey in Mrs. Garrett's room, Mrs. Garrett asks him to "fess up" to having a dream when he was 12, and Tootie lets it leak that he loved playing "Buffalo Ramsey" the cowboy, and we learn that secret of his.
