I think that is Todd Sussman. If you want to compare, he's in the Barney Miller episode "Strip Joint," which is on youtube.

That's character actor Todd Susman. Best know as the deadpan, self important Officer Shifflett on Newhart. He also appeared several times on "Coach".I had never seen him with long hair. Not bad!:wave:
