This is probably a very simplistic explanation, but I suspect that Kelly Packard (https://mypeepsshow.podbean.com/e/season-3-episode-21-kelly-packard/)'s career (https://tvovermind.com/whatever-happened-to-kelly-packard/) didn't go forward because she was on Baywatch (https://www.thethings.com/whatever-happened-to-the-cast-of-baywatch/). I go back to what Jason Momoa said. He looks back (https://www.cheatsheet.com/entertainment/jason-momoas-baywatch-role-hurt-his-career.html/) at his time on Baywatch as "old shame" because it handicapped him from gaining more prestigious or "legitimate" acting work.

And then of course, she got married and started a family, so naturally, her priorities changed beyond wanting to maintain a career in Hollywood.

I'm guessing that in Kelly's case, people saw Baywatch on her resume as a major red flag due to the stigma of it being little more than softcore porn and a jiggle show. The actors/actresses were seen as being cast more due to their looks than their acting ability. Being on Baywatch simply isn't looked at as some kind of accomplishment if you want to really be taken seriously as an actor.
