Moffat, whose tenure as Doctor Who boss ends this month, was asked in an interview with Radio Times (http://www.radiotimes.com/news/tv/2017-12-03/doctor-who-steven-moffat-interview-christmas-special-peter-capaldi-david-bradley-carey-mulligan/) why a female Doctor wasn’t tapped under his tenure, while his successor Chris Chibnall immediately picked Jodie Whittaker. Moffat said he didn’t want to alienate Brexit voters. “This isn’t a show exclusively for progressive liberals; this is also for people who voted Brexit,” he said. “That’s not me politically at all – but we have to keep everyone on board.”

BBC told some staff the next Doctor Who would be a man to keep the Jodie Whittaker casting a secret (http://www.radiotimes.com/news/tv/2018-02-15/doctor-who-bbc-told-staff-next-doctor-was-a-man-jodie-whittaker-secret/)
“We found out it would be Jodie the same time as everybody else, watching the Wimbledon final," says visual effects producer Louise Hastings, adding: “The BBC actually had us quote her first scene before we knew it was gonna be Jodie, via storyboards. And the storyboards had been drawn with a man as the Doctor, so that was a bit of a surprise!"
