Yes, they both pronounced things strangely. I don't think it's because they're Southern, I think it's just to be funny.

A possible explanation for Barney is that Don Knotts was from West Virginia and the pronunciation of words might have come from that. As an example of this, listen closely to whenever Barney says the word wash. Rather than pronouncing it Wah-sh, he pronounces it Wore-sh

Barney was acting like an expert again and made the mistake of calling therapeutic as therapedic. Andy knew he meant therapeutic. I believe Barney mispronounces the word facetious all wrong.
