This is the cover art for Maniac 2: Love To Kill, it's actually the 1982 horror film The Last Horror Film, retitled in Germany as Maniac 2, the film does star Joe Spinell who was the lead in the original Maniac.

As you can see they tried to make the art look similar to Maniac.
