In this spinoff of Barney Miller Detective Phil Fish and his wife Bernice had decided to move out of their New York apartment and into a run-down house in order to become foster parents to five P.I.N.S. (Persons in Need of Supervision). Psychologist Charlie Harrison tended to be too impractical to help very much, leaving Phil and Bernice to quell each uproar and reestablish normalcy.
