I believe they 3 were friends from the first episode and since they were small children.

There was an episode called "our gang" in which Ritchie talks Chachi out of joining a gang by recalling his first meeting with Fonzie. Ralph is the new kid who just met Potsie & Rich (I assume Rich & Potsie met before), but the three of them show up to do battle with Fonzie, but Rich talks Ralph & Potsie out of it.
