Typically the tone or look of the series is decided in collaboration between the Executive Producer (commonly called The Showrunner) and the Directors of Lighting and Cinematography. Episodic directors will be in charge of elements of the specific script they are directing, and will have some say in lighting or camera work, but ultimately the final decision would come down to the showrunner.
