In 1991 Saban created a cartoon that was based on the Hans Christian Andersen story The Little Mermaid called Saban's Adventures Of The Little Mermaid that told the story of a mermaid named Marina and her best friend/crush Prince Justin as they had lots of adventures with Marina's ocean friends. This cartoon is sometimes confused with Disney's The Little Mermaid but Saban's Adventures Of The Little Mermaid is actually an English version of a Japanese cartoon with a different storyline. There was also a line of merchandise based on the cartoon and Saban's Adventures Of The Little Mermaid was also released on VHS tapes in a series as well

Is it the Japanese version with English dubbing? Or is it a whole American cartoon?

Saban didnt create the cartoon, its actually from the late 70s, Its Japanese title is Ningyo Hime Marina no Bouken and was produced by Fuji Television as a sequel series to the full length Japanese Little Mermaid film that was produced earlier in 1975. Saban purchased the rights to a few other Japanese anime based on classic fairy tale properties and dubbed them into English to directly compete with Disney. Theres also Pinnochio (Mokku of the Oak tree), and Peter Pan ( Pita Pan No Boken).
Saban also highly edited these series. All of them have some gruesome episodes- such as Marina watching her crab friends smashed to death, Pinocchio letting a boy drown to death, and a gruesome scene in Peter Pan where captain Hooks hand is ripped off in a flashback. None of these episodes were dubbed into English for obvious reasons. Theres even a few more that werent dubbed either, especially for the Pinocchio series, like 10 episodes at least were never brought over due to violent or despairing content.
