*The episode "Strange Bedfellows" was a parody of the scandal

*Dorothy jokes about someone being Gary Hart's campaign manager

*Blanche refers to herself as the most eligible woman in Miami "now that Miss Donna Rice has moved to Hollywood."

*The name of Doctor Halperin's book was "Monkey Love"

and I'm sure there are a few more

Not really sure what all that means, Alan Brady's Hair, but I suspect it's not quite that sinister or complicated. My guess is they glommed onto current events at the time, as we still see done today. IE: Saturday Night Live's non-stop bits about the Clinton/Trump run for office, and now mocking Trump's behavior. It's just what's on people's minds right now, so it makes sense to run with it.
