I thought Tom Reilly was cute (hides head in shame) even with the terrible bleach job and equally terrible acting.

Bruce Penhall, Ponch's second partner, brought absolutely nothing to the show; his character was wooden and boring; but it didn't matter, by that time CHiPs was about to be canceled.

So to answer your question. I thought Bruce Penhall (Bruce Nelson) was Ponch's worse partner (just that is my opinion)

Bobby, Bruce and Officer Kathy Linahan were all a little awkward and needed time to develop the characters. It would have been interesting in a 7th season if they would have been given the chance or if there would have been a new supporting cast.
