Not sure you have to have action stars to star in westerns, Jeff Bridges was fantastic in True Grit, definitely wouldn't call him an action star. Kurt Russell, though he's done some action films, and not a remake, but he was excellent in the western-horror film Bone Tomahawk.

I saw the Jeff Bridges remake of True Grit and although it was impressive the original True Grit with John Wayne and Glen Campbell is awesome but if I had to choose a western movie to be remade I would choose the movie Shane because it's one of the great western movies ever made in history and a Shane remake would so great to watch
