I think they wanted to refresh the show with Rhoda and Phyllis gone. They tried a little with Penny Marshall as a neighbor in the new place, but it didn't go anywhere. Also, I think they just thought it a good idea to change something after five years. Dick van Dyke had ended production after five, and Bob Newhart also moved to a new apartment after five.
