There are TONS that annoy me but none come close to Festus on "Gunsmoke". His voice drives me absolutely up the wall.

I very strongly agree. Ed Norton was one of the great TV sidekicks of all time and he was one of the keys to The Honeymooners being a cult classic.

As far as most annoying characters are concerned, I'm casting my vote for Michael and Stephanie on Newhart. They are shallow, self-centered, materialistic crybabies.
