What's the deal with all the format changes regarding this series?

For season one you had three 15-minute stories per hour.

Going to season two, it became just two 10-minute stories per half hour, and then reverted back to being three 15-minute stories an hour.

Season three: three 15-minute stories an hour for the first week, then five 10-minute stories an hour the next, and finally four 12-minute stories (or in two cases, two 12-minute stories and one half-hour cartoon).

This is truly baffling when we don't know the exact history of the original broadcast airings.

Nor the fact if we'll ever see the pilot movie or the rest of the hour-long series on DVD. They had segments that were not in the syndicated package and I watched ALL of them on Decades.
