It sounds a lot similar to the popular saying today, "You can take the girl out of the ghetto, but you can't take the ghetto out of the girl". Was Jo the first one on tv saying that? Was this said in any sitcom before that?

I've never heard this as a saying. I've just always heard the basic formula of the saying, with various subjects plugged in to tailor it for the specific occasion.

60's- early 70's!!! Cigarette commercials were on TV all the time and print ads in magazines!

Salem is a menthol cigarette and they claimed it tasted so fresh you would think you were out in the fresh air of the country!! :D
