Why didn't they use the original Ian Hunter version of Cleavland Rocks for The Drew Carey Show? Was it a music rights issue or did they think that a British guy singing about Cleavland wouldn't appeal to an American Audience?

The reason why The Drew Carey Show decided not to use Ian Hunter's original Cleveland Rocks was although Ian's version is fun they decided to have the rock group The Presidents Of The United States Of America sing Cleveland Rocks to make it fit the show so well. I never understood why The Drew Carey Show changed theme songs from Moon Over Parma to Cleveland Rocks because Moon Over Parma was a jazzy song and Drew Carey sang it really well. I like Cleveland Rocks because it's such a fun song and great to dance to

I always wondered why tv shows and commercials did that. I always thought it was cheaper somehow.
If I'm wrong in this assessment, why do we see knockoff singers voice beatles songs? I mean, if you're going to pay for it, why not pay for the Paul McCartney version?
