...I know the original class was first aired back in September 1989, but this link tells us that this type of ACT was enacted in 1990, which is one year late:

This one-year-late enactment incident of that Act may have badly affected both actor Dustin Diamond and his Screech role when they were accepted into the first episode of difficult original class back in September 1989.
If that Original Class started in September 1989, then that Act should have been enacted in July 1989.
If that Act enacted in July 1990, then that Original Class should have been started in September 1990.
I know it is already too late because it is already confirmed and I know Dustin grew worse in real life currently.
But right after Dustin gets released from jail, he might still seek private emergency help from both all doctors and all mental therapists immediately, without a doubt.
