What's interesting is that some of her co-stars went on to other successful movie/TV roles.

"Charmed Life" (1986), a spin-off of "Who's The Boss?", it lasted no more than 3-4 episodes; although there is some confusion as to if it ever aired.
"Princesses" (1991), widely considered one of the biggest flops in CBS history.
"Living With Fran" (2005-2007), not very successful.
"Happily Divorced" (2011-2013), cancelled after only 2 seasons.
Judith Light has also starred in some big flops following "Who's The Boss?":
"Phenom" (1993-1994): One season and done on ABC.
"The Simple Life" (1998): As a fictionalized version of Martha Stewart. It lasted about 7 episodes.
"The Stones" (2004): About a couple who decide to divorce.
"Twenty Good Years" (2005-2006): A huge flop. not sure if she was a regular or just a guest star.
"Dallas" (2013-2014, I think): Ultimately got cancelled lasted three seasons; only two of which she was on.
Luckily she's also had some luck as well with shows like "Law & Order: SVU", "Ugly Betty", and "Transparent".

It ran for 2 and half seasons before being revamped and re-named Open House which ran for just one season. Then there was Baby Talk, Camp Wilder, Joe's Life and Zoe, Duncan, Jack and Jane.

Another actor who to the best of my knowledge never had hit series was Frank Aletter, he starred or costarred in three failed series over the course of the first 7 seasons of the 1960's:
Bringing Up Buddy 1960-61
The Cara Williams Show 1964-65
It's About Time 1966-67
Interesting side note, the last two series both switched their premise during the course of single season runs. The Cara Williams Show premise was a husband and wife working for a company that had a rule against married couples both working for the company. About midway through the season the premise was dropped with the marriage being accepted by the company. It's About Time featured two astronauts crashing the time barrier, landing back in the time of cavemen. About midway through the series reversed course, the astronauts went back through the time barrier carrying a cave family with them with the family now having to adjust to life in the 20th century.
Another John Larroquette series that I forgot to add to the list was Me, Myself & I.
And would The Librarians (also with John Larroquette) count as well? That lasted 4 seasons.

I guess you'd have to compare the actors' total hits and misses with the overall industry success rate first. Most of the actors listed have had at least one big hit, so that validates their careers no matter how many flops preceded or followed.
But I'd be interested in your question too, for certain actors/actresses.

I do however remember that show that Judith did right after Who's The Boss ended named Phenom. Ashley Johnson who gave us little Chrissie from the Growing Pains show was another lead character of the Phenom show.

Charmed Life must have never made it to air, it is not listed in my complete primetime directory.

Great success on The Dick Van Dyke Show and her own self-titled sitcom, but her success faded away by the late 70s.
She first starred in her own variety series in 1978, which only lasted 3 episodes, then she did The Mary Tyler Moore Hour as Mary McKinnon a year later.
The sit-var only lasted 11 episodes.
Then, in 1985, she starred in the short-lived sitcom Mary, not to be confused with her variety series.
It only lasted 13 episodes.
In 1988, she did Annie McGuire, which only lasted 11 episodes, 8 of them aired while the last 3 remain unaired.
Her last regular starring role was on 1995's New York News, which also lasted 13 episodes, but again, only 8 of them aired, leaving the remaining 5 unaired.

After starring on the successful One Day At A Time for several years Bertinelli had a couple of failed sitcoms.
Sydney (1990): She starred in this sitcom, alongside future "Friends" star Matthew Perry but it was cancelled after only 13 episodes.
Cafe Americain (1993-1994): This sitcom was slightly more successful, it ran for 18 episodes before it got cancelled.
She then went on become part of the cast of the long running Touched By An Angel in its last 2 seasons, and on Hot In Cleveland with Betty White, Wendy Malick, and Jane Leeves.
