I would have voted for Barney, as he has never not been drunk in an appearance on the show!!! :lol:

Mr. 80's, there was one episode where Barney got sober and saved Bart and Lisa. Afterwords Barney got onto Mocha Lattes which MOe secretly put alcohol in hehehe

If you want to get technical, there was also the time Barney sobered up temporarily while he and Homer were training for the Space Shuttle flight, but I wasn't being technical in my above statement, I was just making a general observation on Barney's usual behavior.
