A couple preliminary notes:
•With these rankings going up on the day of the Justified series finale, they are obviously subject to change depending on what happens tonight. Quarles could come back to seek one-armed vengeance and throw everything for a loop. We just don’t know.
•These rankings give a great deal of weight to things like hats, and hair, and goofy mannerisms. This is because those things are very important when ranking villains.
