Ngoc Van Tran is now under arrest after 18 years on the run. He was located in Mexico. Tran was wanted for the 1996 murder of his wife, Mildred Diannia "Pam" Packer. UM profiled profile him in a "special bulletin" segment that originally aired on April 10, 1998.
