if you re-watch the very first episodes of VicTorious you will see that Cat didn't start out as an airhead; she was just a plain character - even her voice was different and she didn't really stand out at all.

Then they made her a total airhead weirdo, which is what made the character successful.

As for her frustration, isn't that the whole point of acting - being someone else?

Yes, but Cat Valentine devolved from a neurotic but talented girl hamstrung by family problems to an almost entirely dim bulb. I don't really blame Ariana for her grievances.
