This is the character actor Allan Melvin.

He was on TAGS for a total of eight appearances, playing all different characters. He played a mobster a few times, a recruiting officer in the military, a hotel detective and a bully fruit and vegetable salesman.

Howard Morris's, who played the insane Ernest T. Bass was on the show 5 times as one character.

So I wonder how did Melvin get all these different roles on TAGS and then a recurring character on Gomer Pyle USMC? He must have been a good friend of Griffith or someone else on the show for him to be used so much. Or was it at the time that one actor would be invited back to play many different characters?

Allan Melvin was a sitcom veteran long before TAGS having played Corporal Henshaw on The Phil Silvers Show but Andy was primarily responsible for Gomer Pyle USMC so it's possible he had a hand in getting him hired for Sgt Hacker.
