Season 5 Episode 16 The One With the Cop has two obscure lines for non-Americans. Can anyone illuminate me as to what they mean?

The first is when the cop says to Phoebe, "I heard that kid from Silver Spoons is really good." I understand that Silver Spoons was another sitcom, but what exactly is he referring to here?

Second, is when Rachel says, "You know, Jane Pauley is the one woman I would kiss." Why does she say this? What is the significance of kissing Jane Pauley?

Any help will be greatly appreciated.
Thanks!

It's been a very long time since I've seen the episode, but if I recall correctly it was a reference to Rick Schroeder (the kid from Silver Spoons) starring in NYPD Blue.

It's because Phoebe realised she got caught in a lie so started making up stuff based on NYPD Blue, telling Gary her boss was called Sipowicz and not to contact him because his partner had just died.

In NYPD Blue, the character played by Jimmy Smits died (he was the partner of Sipowicz) and his replacement, as stated in the previous reply, was Rick Schroeder who had previously been well known for his role in Silver Spoons.

As for Jane Pauley, no idea who she is.

Ive never seen an episode of Friends to understand the context but Jane Pauley was a prolific newswoman on NBC, she's done many investigative reportings.
