Other thoughts (more practical)
Get Thomas Lennon from Reno 911. This is a great actor/comedian who has never really broken out and I think he is the American version of John Cleese.
Next year should be the last of Parks and Recreation, and I think Nick Offerman would be great on this show, and yes, a Ron Swanson like character. Get rid of one of the older doofus characters (the fat old guy that IS NOT Hoss Cartwright's son). He would be great in this.

Andy failed to get nominated for the Emmys, but this show and the supporting actor did.
