what do you mean by "pops" ?

you can remove access to IE, but you can't technically "remove" it from your computer in most cases - unless you are using Linux or Apple, of course.

if something is "popping" up, you probably have a virus or malware of some sort - run your antivirus, MalwareBytes and SuperAntispyware and see if they can remove it.

It;'s can't be a virus my computer still works

update and run your virus scan and the anti-spyware programs anyways - if they don't find anything, its not a big deal, but if it DOES find something then you can take steps to fix it.
