It wasn't shocking to me that JJ decided to run the gambling scheme to make money for his family, as he was implied to be up for less than stellar things to get money. Thelma would have been a shock to be running a gambling scheme, as she is way more moral than JJ is. She even chastised James for keeping some money he knew was stolen....

Well, she was in on a scheme with JJ and Michael to pull a hustle at Marshall Field's to try and make money. Florida found out and intervened to stop from taking place.
