Joel Surnow (La Femme Nikita The Series) one day had a crazy idea: given that it's very possible for a show to have 24 episodes in a season, what if each one was the hour of a single day? Surnow pitched the idea to Robert Cochran (also La Femme Nikita), who firmly balked at the concept initially. Eventually the two worked it out and pitched to Fox, who immediately seized upon it and even gave the production of the pilot a four million dollar budget (more often than not pilots can tend to be very cheap, as costs do go up over time). Kiefer Sutherland (Dark City), a Canadian actor, was cast to play a man who would become an iconic American television character (at least he wasn't British like a few others I could name). The show was actually considered to be filmed in Toronto at one point, but when you're filming an entire season of a show that needs to take place over one day you don't want to film in a place whose weather changes as often as Stephen Harper changes his policies (Canadian Politics Slam!). The show was also initially only ordered for thirteen episodes, but got a full-season order right around when Kiefer Sutherland won a Golden Globe for his role in the show.
