As to other TV show bullies, there have been a number of them.
I will add Biff Tannen from the "Back to the Future" cartoon series to the list.
Weasel from "Family Matters" would sort of count. (Though his character changed from just being a bully to being a bit more likeable later on.)
Larry Beale on "Even Stevens"
Buford on "Phineas and Ferb" (though admittedly, he's fairly nice to most of the gang- but he is definitely still a bully to Baljeet- even though they seem to have a fairly good relationship in spite of it.)
Chuck on "Austin & Ally"- his standoffs with Dez are pretty hilarious.

Trish tends to bully Dez to get her way on Austin & Ally.

Diff'rent Strokes- The Gooch was a bully on the outside world we never got to see him on any of the 8 seasons run, Willis was kinda a bully to Arnold and the Drummonds from time from time.

The Wonder Years- Eddie was a bully that make fun of kevin Arnold in season 2 because kevin was a shy quiet kid, he did not even report Eddie to the principal by the end of the episode after he got his butt kicked by the end of the episode.
