Actually, yes- there are some similarities between Cory and Richie and Shawn and Fonzie. However, I would not call "Boy Meets World" a ripoff of "Happy Days" by any means. In any case, "Boy Meets World" acknowledged its influence from "Happy Days" with some pretty major references to the show on different episodes. There is one episode where Cory time travels in a dream to the 1940s and Shawn is essentially a greaser styled after Fonzie. (This episode also features Anson Williams and Tom Bosley making appearances.)
In another episode, Cory does an imitation of Shawn at a party, in an effort to be cool, and Shawn corrects him and tells him- "That's not me- that's Fonzie!"
(However, I generally find more similarities between "Boy Meets World" and "The Wonder Years" myself, for fairly obvious reasons.:) )
